I removed all the seats and scraped the coating from the metal floor. I have riveted in sheet metal on the driver's side and once I fix the passenger side I will weld the seams. The toe board is a fabricated piece and the rest of the floor is pretty solid. I will sand of the light rust and re-coat the floor.  The stuff I scraped off was like a hardened tar. In the picture you can still see spots where the coating didn't want to come off.
