I got a new flap from cooker tires. How wide it is? My new one is 7 inches wide and very heavy stiff rubber. Wouldn't a one that is 3 inches work? It only has to be protecting where the tube meets the steel rim.

Unfortunately I think you may have ordered the wrong size. Check the catalog or website.
Turns out I have been using the terms wrong. A flap is 7 inch wide heavy duty rubber that holds the tube in the tire. More for like trucks. What I needed was a rim liner. About 3 inch wide, thin rubber to prevent the tube from rubbing on the rim and popping from rust, etc.
Rim liner for wire wheels, flap for split rims and clincher rims.
Used old tubes to make my own . ;D
