I wouldn't fool with a bad wheel, especially a front wheel. There are plenty of things you can do to tighten a wood spoke wheel but they are all temporary. I think you are making the right decision. Who are you going to use for the job?

Did you use a rim spreader? If you use a rim spreader it should seat the two ends and the lock will close with little or no force required. Once the rim is on the wheel it can't open but it can if you horse it around off the wheel. I'd drill and use a small split pin if you are concerned. It doesn't need much to keep it closed.
