Does anyone know if the Bell Housing on a 29U engine can be removed without loosening or removing the flywheel.

You need to remove the clutch release fork in order to remove the clutch cover and disk.  You then must remove the flywheel. You must support the engine block and remove the rear engine mount bolts and the fasteners holding the flywheel housing to the engine block.  With the block supported you may then remove the flywheel housing.
