To attach a photo, open the "Attachments and other options" and use the add files option.

You cannot view this attachment.

Upload and insert into your text.

You cannot view this attachment.

I figured it out! I was just scrolling down to the quick reply box and the box to add attachments isn't there. I hit the actual reply button and it's there like it always has been.
